A rental operator whose fleet lacks valid bilingual compliance labels faces the same exposure as a dealer selling non-compliant units. If a renter is stopped, fined, or involved in an incident on an unlabelled bike — the operator is a named party in the liability question. In a February 2026 trail inspection on the Welland Canal trail at Shore Road, a bylaw officer inspected an 8-bike rental fleet. The operator had pre-labelled all units. The check took 15 minutes and the fleet cleared with zero violations. Unlabelled operators at the same location were ordered to remove bikes from the trail pending compliance.
